I have searched my bird books and I can't find a perfect match for the body. However, the head appears to be a Horned Grebe (podiceps auritus), which sometimes winters in the Bay Area. I have never seen one, however. But, I know little about waterfowl. According the my books, this is the Horned Grebe's breeding feathers.
